Eric Ducoulombier is, since 1 January 2019, Head of the Retail and Payments Unit in DG FISMA. Before that he was in charge of the Unit dealing with Inter-Institutional affairs and Planning in DG FISMA. Eric Ducoulombier joined the European Commission in 1992, after having worked a few years in the private sector (consulting, law firm,…). He holds a Master’s Degree in law.

Elie Beyrouthy is Vice President of European Government Affairs at American Express since June 2017 where he leads the company’s engagement with European Union Institutions and advises senior leaders on EU regulatory and public policy matters. Elie Beyrouthy also represents American Express’ interests in several EU trade bodies and professional associations. Prior to joining American Express, Elie Beyrouthy was Director of International Regulatory Affairs at Western Union for 5 years. From 2007 to 2012, Elie Beyrouthy held leadership positions at the World Savings Banks Institute and the European Banking Federation. Elie Beyrouthy began his career as an intern at the European Commission and the United States Federal District Court of Minnesota. He holds two Masters Degrees in Law from the University of Minnesota and from the Jean Moulin University in Lyon - France. Elie Beyrouthy also holds a diploma from the Institut d’Etudes Politiques de Lyon – France.

Marta is a member of the Secretariat of Payments Europe and a Senior Director at FTI Consulting. She supports Payments Europe in the development and execution of advocacy and communication strategies on all relevant payment policies, both at EU and international level. In the past, Marta worked for international law firms in different jurisdictions and represented clients from both the private and the public sector. She also worked as a reporter for a U.S.-based business publication writing about competition policy and its impact on the European industry. Marta is a fully qualified Italian lawyer, and holds a Degree in Law from Università di Torino and an LL.M from Georgetown University.

Anna Martin is Financial Services Officer at BEUC, the European Consumer Organisation. She is in charge of retail banking, working among other files on the review of the Payment Service Directive 2, Instant Payments and the digital euro. Before joining BEUC, she worked for the German Foreign Office in the team coordinating the German EU Council Presidency. Anna holds a Master in European Affairs from the College of Europe, Sciences Po Lille and the University of Münster.
CEO, TrueLayer EU
Joe Morley is CEO of TrueLayer’s European business, based in Dublin. He is responsible for operations and commercial expansion across the EU, including regulatory compliance and strategic policy regarding payments in Europe. He is a former WhatsApp and Facebook executive with over 30 years experience in building and scaling technology companies globally, with a focus on API platforms and payments. Prior to TrueLayer, he launched the monetisation of the WhatsApp platform in EMEA, including the payments project for Western Europe. At Facebook he launched and managed the business APIs for the monetisation of the Facebook and Instagram platforms in EMEA, APAC and LATAM. Originally a product designer by profession, he holds an MBA from the IE in Madrid and is a qualified Director of the Institute of Directors in the UK and Ireland. He currently holds the Central Bank of Ireland pre-approved control functions of Chief Executive and Executive Director. He is also a board member of the Open Finance Association.
