Do we need an extensive review or will some fine-tuning of the existing regulation be enough?

Even though the reforms generally share the same objectives the regulatory differences causes legal duplications and uncertainties. How can this be avoided? Is outcome based mutual recognition a way forward? Should we take a multilateral or bilateral approach?
