Born in 1975 in Hamburg, Dr. Alexandra Hachmeister pursued a degree in International Studies of Business Administration from the European Business School in Oestrich-Winkel from 1994 to 1999. During her studies, she spent periods abroad in 1996 at the American Graduate School of International Management in Phoenix, USA, and at the Ecole Supérieure de Commerce de la Rochelle in France. From 1999 to 2007, she held various roles at Deutsche Börse AG in Frankfurt, focusing on Xetra Market Design Functionality, Systems Business Development, and Boards & Committees. In 2004, she earned a doctorate (Dr. rer. Pol) from the European Business School. Between 2007 and 2010, Dr. Hachmeister served as Director and Head of Boards and Committees / Corporate Responsibility at Deutsche Börse AG, and from 2010 to 2013, she was the Director and Head of Corporate Office. From 2013 to 2019, she worked as the Chief Regulatory Officer and Head of Group Regulatory Strategy, followed by a tenure as Managing Director of Market Data & Services from 2019 to 2021. Between 2022 and 2024, she was the Director General of Economic Education at the University of Applied Sciences and International Central Bank Dialogue. Since February 2024, Dr. Hachmeister has been serving as the Director General of Digital Euro.

In his role, which he has held since December 2018, Konstantinos has responsibility for managing operations in the European Economic Area. Prior to joining Paysafe, Konstantinos held a number of international corporate, regulatory affairs and communications positions over a 15 year period, working across a range of industry sectors and European countries. Konstantinos is paysafecard’s Esports subject matter expert. He has been passionate about PC and video gaming since the early ‘80’s - from the early days of Amstrad and Commodore to the high-end PC and console games available today and MMORPGs in particular. He’s a member of various gaming guilds, including Saber Paragons and Circle of Lords, which are the biggest Greek guilds in the MMORPG Star Wars – The Old Republic. Konstantinos is also a member of Mobius PVE – an online community for Elite Dangerous with almost 6,000 members.

Diederik Bruggink works at the European Savings and Retail Banking Group (ESBG) and at the World Savings and Retail Banking Institute (WSBI) where he is responsible for all payments topics worldwide. In that role, he analyses the multiple dimensions of the payments market, proposing and assisting in agreeing member positions with respect to their payments’ and related businesses. He is also advocates the associations’ positions on payments with policymakers, regulators, standardisation bodies, industry associations, and enabling a constant member dialogue on developments, with a particular focus on innovation. He is a Member of the Board of the European Payments Council a member of the Commission’s Payments Systems Market Expert Group and he was a member of the European Central Bank’s Market Advisory Group on the Digital Euro, to name a few.

Head of Unit, Retail Financial Services, European Commission
Eric Ducoulombier is, since 1 January 2019, Head of the Retail and Payments Unit in DG FISMA. Before that he was in charge of the Unit dealing with Inter-Institutional affairs and Planning in DG FISMA. Eric Ducoulombier joined the European Commission in 1992, after having worked a few years in the private sector (consulting, law firm,…). He holds a Master’s Degree in law.
Payments Advisor, National Bank of Belgium, Chair of the Council's Working Group on PSD/PSR
Educated in Belgium and the United States, Reinout started his career as an attorney at law in Brussels. Subsequently, he gained experience in the financial regulatory industry as a Compliance Officer with an international banking group. At the National Bank of Belgium, Reinout specializes in retail payments policy (PSD, EMD), prudential supervision of payment and e-money institutions, and the oversight of market infrastructures in retail payments (payment systems & card schemes). In this capacity, he is the Belgian representative in both the ECB/EBA Security of Retail Payments forum and in the ECB Payment & Securities Oversight Working Group. He has, among other things, been involved in the transposition of PSD2 into Belgian law, setting up the National Bank's Fintech contact point, advising on policy matters related to the Digital Euro project and drafting a legal framework related to the oversight of systemically important payment processors. During the 2024 Belgian Presidency of the European Council, he chaired the Council’s Working Party on PSD3/PSR.

Elie Beyrouthy is Vice President of European Government Affairs at American Express since June 2017 where he leads the company’s engagement with European Union Institutions and advises senior leaders on EU regulatory and public policy matters. Elie Beyrouthy also represents American Express’ interests in several EU trade bodies and professional associations. Prior to joining American Express, Elie Beyrouthy was Director of International Regulatory Affairs at Western Union for 5 years. From 2007 to 2012, Elie Beyrouthy held leadership positions at the World Savings Banks Institute and the European Banking Federation. Marta is a member of the Secretariat of Payments Europe and a Senior Director at FTI Consulting. She supports Payments Europe in the development and execution of advocacy and communication strategies on all relevant payment policies, both at EU and international level.  In the past, Marta worked for international law firms in different jurisdictions and represented clients from both the private and the public sector. She also worked as a reporter for a U.S.-based business publication writing about competition policy and its impact on the European industry. Marta is a fully qualified Italian lawyer, and holds a Degree in Law from Università di Torino and an LL.M from Georgetown University.

Anna Martin is Financial Services Officer at BEUC, the European Consumer Organisation. She is in charge of retail banking, working among other files on the review of the Payment Service Directive 2, Instant Payments and the digital euro. Before joining BEUC, she worked for the German Foreign Office in the team coordinating the German EU Council Presidency. Anna holds a Master in European Affairs from the College of Europe, Sciences Po Lille and the University of Münster.
CEO, TrueLayer EU
Joe Morley is CEO of TrueLayer’s European business, based in Dublin. He is responsible for operations and commercial expansion across the EU, including regulatory compliance and strategic policy regarding payments in Europe. He is a former WhatsApp and Facebook executive with over 30 years experience in building and scaling technology companies globally, with a focus on API platforms and payments. Prior to TrueLayer, he launched the monetisation of the WhatsApp platform in EMEA, including the payments project for Western Europe. At Facebook he launched and managed the business APIs for the monetisation of the Facebook and Instagram platforms in EMEA, APAC and LATAM. Originally a product designer by profession, he holds an MBA from the IE in Madrid and is a qualified Director of the Institute of Directors in the UK and Ireland. He currently holds the Central Bank of Ireland pre-approved control functions of Chief Executive and Executive Director. He is also a board member of the Open Finance Association.
